Departmental Guidelines Regarding Time Off
Procedure for scheduled time-off (i.e., weeks), discretionary time-off (i.e., days), watch exchanges, personal leave, and military leave. Watch exchanges may not result in double shifts. All scheduled and discretionary time-off requires approval.

Subpoenas Directed to Detention and Corrections Personnel
Procedure for receipt of subpoenas for personnel. Requires that all subpoenas be routed through the Command Officer and then returned to them.

Code of Ethics
Policy to prohibit employees from securing privileges or engage in activities that constitute a conflict of interest. This document must be provided to all facility personnel. Prohibits “undue familiarity,” sexual conduct, or transactions with inmates and their associates. Outlines “Cardinal Sins,” including disparaging ethnic remarks and sexual harassment, for which discipline or termination are rendered.

Personnel Selection, Promotion, Retention and Staffing
Policy covering staffing, salaries, and Employee Assistance and Counseling Program. Staffing level should ensure that inmates have access to staff, programs, and services; must be reviewed annually by medical service provider. Requires that co-ed facilities always have male and female staff. Requires criminal record checks on new employees.

Political Practices
Guidelines restricting personnel engagement in political activities while in uniform or otherwise performing duties. Prohibits affiliation with organizations that would take priority over, or interfere with, ACSO responsibilities. Additionally prohibits promotion of products or services, including attorneys and bondsmen.

Tobacco/Smoking Policy
Prohibits tobacco products, including smokeless products, and their use by employees in non-designated areas.

Transferring To/From Detention and Corrections
Procedure for personnel transferring to, or from, D&C facilities.

Exit Interviews, Non-Sheriffs’ Office Personnel
Policy establishing an optional exit interview for individuals exiting their employment, including volunteer tutors and other non-ACSO personnel. The Commanding Officer may file the form at the facility or forward it through the chain-of-command based on content.

Drug Free Workplace
Policy prohibiting use or possession of illegal drugs by personnel. Additionally prohibits the use of lawful drugs that impair work performance. Outlines confidential opportunities for treatment of drug abuse by personnel. Requires an annual policy review.

Position Control
Policy assigning Management Services Division responsibility for ensuring that all positions are authorized in the budget, that personnel are legally employed, that attendance records support the payroll, and that needed funds are available.
