Inmate Restitution for Damaged or Destroyed
Procedure for debiting an inmate’s account for “intentional or careless actions” which cause damage to county property. Requires that inmates be given an “Inmates Rules and Information” booklet during intake. Requires documentation and due process. Damage that exceeds $250 requires that a crime report be forwarded to the DA.

Warehouse, Inventory Control and Supply
Guidelines for operating the facility warehouse, inventory control, and supply distribution. Covers supply and equipment ordering for the infirmary, mailroom, kitchen, laundry, inmate services, and transportation. Requires a monthly inventory report and annual audit of all property, supplies, and other assets.

Criteria for acquiring services, supplies, and capital equipment.

Receiving and Depositing Revenue Checks
Procedure for receiving and accounting for money from the US Marshal’s Office, the Federal Bureau of Prisons, the State Department of Corrections, the State Board of Prison Terms, local police agencies, and any other agency that contracts with the Sheriff’s Office for services rendered by the D&C.

Duty Hours
Outline of duty hours, schedules, shift assignments, and relief procedures for all D&C personnel. Limits shifts to 12 hours, including mandatory overtime, except in “exigent circumstance(s).” Establishes procedure for employee relief, meals, and breaks.

Meal Policy
Free meal policy and procedure to obtain meals at D&C facilities. Requires Visitors, volunteers, and most contract personnel to obtain a meal ticket to eat at the D&C facilities. Forbids the removal of plastic trays, dishes, or metal utensils from the dining area.

Staff Parking
Policy for personnel parking. Establishes that weapons and ammunition may not be stored in any personal vehicle while parked at either facility.

Employee Lockers
Policy for issuance and control of employee lockers for uniformed personnel.

Seniority, Shift Bid, Vacation Scheduling, and Transfer Request
Procedure for assigning personnel to shifts and days off through an annual “shift bid” and “vacation bid.” Assignments are based on seniority, preference, qualifications, and need. Policy also covers unit transfer request and “Female Designated” positions, which have a special procedure for assignment.

Requirements for notifying Chain of Command when a current or retired employee is dead or seriously injured.
