Division: Detention and Corrections

Policy for use of “the least amount of restraint necessary” during inmate movement within or outside the facility. Outlines the level of restraint — including handcuffs, waist-chains, leg-irons, and The Wrap — used for various types of inmates. Restraints generally not used for minimum-security inmates and never used as punishment.

Guidelines for safely moving inmates and their documents, including ATIMS custody cards, money, personal property, and clothing. Male and female inmates are never moved together.

Guidelines for transportation of inmates to hospitals for emergency treatment. Prisoners are restrained during transport in a manner which provides maximum security and minimal impact on their medical condition. No restraints utilized on pregnant inmates. Personnel are not to interfere with hospital staff while keeping inmates secure.

Procedure for use of cells for inmates unable to care for themselves or posing risk to others due to intoxication or mental disorder. Includes policy for use of sobering cells, housing unit isolation cells, safety cells, and multi-use rooms. Outlines observation and medical attention requirements for various conditions.

Procedure for investigating criminal acts committed by inmates while incarcerated. Certain crimes investigated by D&C personnel, including misdemeanors, drug violations, minor assault, and ID theft. Other crimes investigated by the Eden Township Substation (ETS) with cases referred to the District Attorney for possible prosecution.

Establishes uniform investigative and reporting procedures for inmate deaths. Division to conduct a comprehensive investigation of the circumstances leading up to, during and following every inmate death. Investigations will also be conducted by Eden Township Substation (ETS) and the Coroner’s Bureau. Establishes responsibilities for Watch Commander, Records, and Booking/ITR.

Procedure for conducting unannounced and irregular searches/shakedowns of inmates, living quarters, and other areas with inmate access. Searches should “limit and avoid unnecessary force, embarrassment, or indignity” to inmates and only contraband should be seized. Search teams must include two members. All Facility Shakedown Reports are retained for one year.

Procedure for detection and seizure of incoming contraband, including weapons, escape devices, and drugs. Glasses and legal papers are never contraband. Legal items with monetary value will be held and returned on release.

Procedure for packaging and processing evidence, including alcohol, biohazards, blood, urine tests, sexual assault kits, cash, explosives, drugs, knives, and photographs. Evidence will be packaged, labeled, locked in the evidence room, and documented. Cash should be counted in the presence of another deputy.

Policy for securing tools that can cause death or serious injury. All tools are inventoried and missing tools will be immediately reported to Watch Commander. Kitchen knives are engraved with serial numbers for the purpose of inventory.
