Employee Guidelines for Management and Prevention of AIDS and Contagious Diseases
Guidelines for understanding infectious diseases and limiting risk of exposure through the use of protective disposable kits, resuscitation masks, clean-up and mess kits. Offers guidelines for conducting searches and handling sharps. Medical service providers are expected to maintain a Sharps Injury Log.

Emergency Housing
Policy for housing inmates when facility is uninhabitable. Allows the maximum inmate population to be increased during an emergency for up to three days without written notification to the Board of State Community Corrections. If needed, emergency supplies solicited from the Office of Homeland Security and Emergency Services.

Glenn E. Dyer Detention Facility Fire Procedures Description and Location of Equipment
Policy describes fire-fighting equipment — including fire hose racks, fire extinguishers, ansul fire protection systems, and breathing apparatuses — their location and required periodic inspections. Each inmate cell is equipped with a photoelectric fire detector that must be reset by staff.

Sheriff’s Office Badges and Identification Cards
Policy requiring that personnel working or visiting display an authorized ACSO identification prior to accessing secure areas. IDs and passes are color coded to indicate level of access. Outlines procedure for issuing visitor passes in the Lobby.

Vendor/Supply Deliveries
Procedure for issuing color-coded passes to vendors or contractors making delivery. All deliveries will be searched for contraband.

Facility Tours
Guidelines for scheduling and conducting two hour public tours of facilities. Outlines unacceptable visitor behaviors. All participants will undergo background checks and may be denied access for “security reasons.”

Security Checks of Contract Employees, Volunteers and Tour Groups
Procedure for conducting background security checks on contract employees, volunteers, and tour groups. Requires the disclosure of past accusations of sexual harassment/abuse. Outlines the basis for denials, including sexual harassment, and a one-year period to reapply. Includes procedure for contractor access to facilities and required conduct inside.

Line-Ups
Procedure for conducting line-ups, comprised of either inmates or external subjects. Inmate participation is strictly voluntary and should include five to seven subjects similar in appearance and dress to the suspect. The requesting officer will photograph the line-up and provide witness admonition and selection forms.

ATIMS Custody Cards
Procedure for the initiation, maintenance, and filing of Advanced Technology Information Management System (ATIMS), a backup system for when computers fail. ATIMS are official jail records containing inmate ID. One card will accompany the inmate to housing while another, a “Movement Card,” will follow the inmate to external appointments.

Inmate Counts
Procedure for conducting formal, informal, and emergency inmate counts. Formal counts will take place three times a day, once per shift, during which inmates will return to their units. Physical counts will be cleared through the ATIMS computer system. Informal counts will occur throughout shifts and include assessment of inmate welfare.
