Policy for securing firearms, impact weapons, and ammunition. Use of force is a last resort and all pre-planned use is videotaped. Armory will maintain records of weapon access and use. Commanding Officer must authorize use of firearms and chemical agents. Inmates affected by O.C. spray must receive medical attention.

Policy for securing and inventorying cleaning tools.

Policy to videotape operational responses to any unusual occurrence, including movement of inmates to isolation and provision of medical care. Recordings will be retained for three years. Includes a list of available equipment and procedure for use.

Policy for the use of restraints, used only as prevention of self-injury, injury to others, and property damage — never as punishment. Restrained inmates will be observed twice every half hour. Medical opinion is required within four hours, mental health within eight. Four and five-point restraints are disallowed.

Policy for maintaining and storing Conducted Electrical Weapons (CEWs), including tasers. Use of CEWs restricted to trained and certified members.

Guidelines for use of restraints that could cause positional asphyxia (i.e., interference with breathing as a result of body position). Inmates in Maximum Prone Restraint (MPR) will be continuously monitored and restored to an upright position once controlled. MPR will not be used while transporting an inmate.

Policy to monitor outgoing inmate telephone calls and screen for potential security issues or criminal activity using the LazerPhone System. Conversations with legal counsel, physician, or religious advisor may not be monitored or recorded.

Procedure for screening and selecting inmate workers assigned to housing areas (“Pod Workers”), based on charges, classification, disciplinary history, release date, and account transactions.

Policy for securing and inventorying cleaning tools.

Outlines use of disciplinary isolation (DI) for serious rule violations. Inmates entitled to showers, exercise, attorney, telephone, personal and legal materials, medical observation three times per week. Inmates may not be held in DI more than thirty consecutive days. Deprivation of bedding/clothing must be reviewed by CO daily.
