Minimum Jail Standards Compliance

Division Commander must develop, publish, and annually update policy and procedure manual for detaining pre-trial, enroute, and sentenced inmates. Required categories in the manual include policies on Use of Force and restraint equipment, new inmate screening, security and contraband control, emergency procedures, suicide prevention, and inmate segregation.

Americans with Disabilities Act

Guidelines for compliance with Title II of the Americans with Disabilities Act. Includes intake form, disability tracking, inmate service, medical device, and special accommodation. Explains step-by-step procedures for identifying disabled inmates, intake, housing, visitation, shower chair access, transportation, message requests, grievance and disciplinary process, and removal from ADA status.

Roles and Functions of Community Agencies and Private Contractors

Names some of the roles and functions of community agencies and private contractors that provide services to D&C, including library and religious services, psychological testing, substance abuse counseling, crisis intervention, and vocational placement. Annual review required. Information retained includes contracts, monthly reports, quality assurance reports, and quarterly reports.

Facility Space and Equipment Review

Requires that Facility Commanding Officer review space and equipment requirements at least annually, report deficiencies to the Division Commander, and plan their effective use. Must ensure that there is contingency plan to provide for the projected population. At minimum plan should include staffing requirements, physical plant needs, and budget projections.

Research Activities

Submission, review, standards, and completion guidelines for conducting research projects, with or without the use of inmate volunteers.

Institutional Insurance

Requires Alameda County to self-insure for General Liability, Professional Liability, Worker’s Compensation, and Automobile Liability. Requires contract for a public employee blanket bond, maintaining coverage on Public Employee Dishonesty; Forgery or Alteration; Theft, Disappearance and Destruction; Robbery and Safe Burglary; Property other than Money and Securities; Computer Fraud Coverage.

Introduction to Accounting

Policy for collecting, safeguarding, and disbursing Inmate Trust Funds and all other facility funds. Procedure for accepting, disbursing, and accounting for inmate money; resolving discrepancies in cash drawers or money transfers. Procedure for handling Inmate Welfare Fund Trust, bail money, and fines.

Inmate Fund Accounts

Requirements for managing and controlling the personal funds of inmates, including money possessed at the time of admission, through the use of vouchers and receipts. Requires an annual audit.

Control of Cash Receipt/Vouchers

Procedure for issuing, using, voiding, and retaining cash receipts/vouchers, including inmate property, bail, and fine monies.

Cash Drawers

Procedure for controlling and using cash drawers.
